Tabled business follows the body forward
Motions laid on the table and minutes still awaiting approval are offered for the next agenda of the same body, until they are disposed of.

Nothing falls off the table
A motion laid on the table is not decided; it is waiting. Without a system, waiting business survives only in someone's memory. Secretarius looks back over the earlier meetings of the same body and puts what is outstanding in front of whoever builds the next agenda.
The same body, not the whole organization
A committee's unfinished business belongs on that committee's next agenda, not the board's. Carry-forward respects the body a meeting belongs to, so agendas stay clean.
