Circulate, sign, then seal
Minutes become official the way governance requires: approved by the body at a later meeting, then sealed so they cannot be altered.
- Circulate the draft to members before the approving meeting
- Approval recorded as a motion at the next meeting
- Signature captured for the secretary and presiding officer
- Sealed minutes are immutable — no edit, no delete
- Corrections made by motion and stored as an amendment
Immutability is enforced, not promised
Once a set of minutes is sealed, the database itself refuses to update or delete it. There is no administrator override and no hidden edit path, because a record anyone can quietly change is not a record.
Amending a sealed record
If an error is found later, the body adopts a motion to amend. The amendment is stored as its own entry alongside the original, with its own date and approval, so the history of the correction is as visible as the correction itself.
